Helping you plan your next resources development project

Developing a new exploration, mine or quarry project or making major changes to an existing project requires careful planning, particularly in relation to gaining the right regulatory approvals.

Minerals Development Victoria has developed a set of flowcharts to assist you with planning approval activities required for an exploration, mine or quarry project.

These charts help you understand the regulatory context for different project types and present high level overviews as well as detailed process pathways.

In addition, the charts show:

  • critical approval pathways
  • relationships between various types of approvals
  • approximate timelines and durations of processes
  • circumstances which can add time to processes.

The charts will be progressively updated to incorporate policy and legislative reforms in the future.

High level charts

There are two types of high level charts: overview charts and scenario charts.

Overview charts give you an idea of which approval processes will be needed by a particular earth resources project, such as constructing a new quarry, or making a major change to an existing mining operation.

Overview charts help you identify which scenario applies to a project and show the main approval steps required by a project.

Scenario charts show which agencies are likely to be involved and at what stage of the approvals planning process.

Detailed process charts

There are two types of detailed process charts: process summaries and Gantt charts.

Both types of detailed process charts explain each major approval step in a scenario.

Process summaries provide a ‘zoomed out’ view of the processes in a single page flowchart.

Gantt charts provide a detailed step-by-step description of the processes and timeframes required.

Which flowchart for you?

Minerals Development Victoria has developed a variety of flowcharts to meet a wide range of needs.

However, in practice, most project scenarios will only require a sub-set of process charts.

For example, if you already know your project scenario you may not need the overview charts. In all cases, greater use of the range of charts will produce a fuller view of the approvals process.

At the same time, each product is designed to have some utility on its own outside of the package.

If you are unfamiliar with project management techniques, we suggest using the process summary charts first, as a way to understand the process before using the more detailed Gantt chart.

The charts

Below is a complete listing of approvals mapping products currently available from Minerals Development Victoria. No project will use all charts, as many are developed to describe different and specific mining and quarrying situations.
