Offshore/Onshore Operating Requirements

Offshore Pipelines Activities

Environment Plan (EP)

An EP is required for the construction and operation, including hydrotesting of all pipelines conveying petroleum in Commonwealth and State waters. The following document Guidelines for the Preparation and Submission of an Environment Plan provides guidance for companies on the EP regime and content.

Pipeline Management Plan

A Pipeline Management Plan is required for the construction and operation of all pipelines conveying petroleum in Commonwealth and State waters. This is administered by the National Offshore Petroleum Safety Authority for Commonwealth waters. Refer to their website www.nopsa.gov.au for further information.

Submission requirements

The EP must be submitted as early as possible, but at least 30 days before commencement of activities, to allow sufficient time for regulators to assess and resubmission of inadequate documents. The document must be submitted electronically and in hard copy to:

Consent to operate

Summary EP's The operator must submit a summary EP for public disclosure within 10 days of acceptance of the EP in accordance with Regulation 11 of the Petroleum (Submerged Lands) (Management of Environment) Regulations 1999.
Notification of incidents All incidents must be notified to the Department in accordance with the relevant Regulations, on a dedicated incident mobile number 0419 597 010.

Onshore Pipelines Activities

Consultation Plan (CP)

An approved CP is required prior to a proponent giving notice to each land owner and occupier of intention to enter land or of a pipeline corridor.

Construction Environmental Management Plan (CEMP)

A CEMP is required prior to construction of all pipelines. The Pipeline Regulations 2007 sets out the matters to be included in a CEMP. Further information can also be sought by contacting Departmental officers.

Construction Safety Management Plan (CSMP)

A CSMP is required prior to construction of any pipeline. This is administered by Energy Safety Victoria (ESV). The requirement for an Operational Environmental Management Plan and Operational Safety Management Plan is also administered by ESV.

Other statutory requirements

Planning permit exemption Section 85 of the Pipelines Act 2005 states a licence issued under this Act negates the requirement to obtain a planning permit under the Planning and Environment Act 1987.
Rehabilitation bond A rehabilitation bond, in the form of a bank guarantee and in an amount determined by the Department is required.

OEMP Operational Environment Management Plan is required prior to the consent to operate. This is assessed by ESV.
OSMP Operational Safety Management Plan is required prior to the consent to operate. This is assessed by ESV.
