Retention Licence Process

Process Application must include all prescribed information such as work program, financial & technical evidence.
Process ERR establishes ranking of application
Process Applicants notified accordingly - s15(3) of MRSDA
Process Lower ranking applications are held pending finalisation of the highest ranking application - s15(3) of MRSDA
Process Within 14 days of notification of ranking, applicant must advertise in local paper and Victoria wide- s15(5) of MRSDA
Process Objections may be lodged within 21 days of advertisements
Process Applicant must provide additional information within 14 days or longer period as allowed – s15(7) of MRSDA.
Additional information may be further financial or other supporting information for application assessment
The Application lapses if information is not provided in that time unless the request for information has been withdrawn.
Process Tenements Officer assesses application and objections and makes recommendation to Minister’s delegate to grant or refuse application
Process Minister grants or refuses the application
Process If granted, the licence is registered and the licensee is notified of grant
Process If refused, applicant will be notified
Process Objectors advised of outcome of licence application
Process Work plan for intrusive activities is approved and registered
Process Licensee may commence mineral resource assessment, technical and economical studies, reconnaissance exploration  and other low impact exploration subject to:
Ministerial consent for activities on Restricted Crown land
Consent or compensation agreements obtained for work on private land
confirmation of public liability insurance
7 days notice of intention to start work supplied to Chief Inspector (not required for reconnaissance exploration)
Lodgement of rehabilitation bond (not required for reconnaissance exploration)
7 days notice of owners/occupiers of land on which the work will take place of intention to start work (not required for reconnaissance exploration)
Process Licensee may commence intrusive exploration activities in accordance with approved work plan subject to:
Ministerial consent for activities on Restricted Crown land
Consent or compensation agreements obtained for work on private land
confirmation of public liability insurance
7 days notice of intention to start work supplied to Chief Inspector
Lodgement of rehabilitation bond
7 days notice of owners/occupiers of land on which the work will take place of intention to start work
